INEC Promotes 2,339 Staff in 2025 Senior Staff Exercise to Strengthen Institutional Capacity

The Independent National Electoral Commission has approved the promotion of 2,339 personnel as part of its 2025 Senior Staff Promotion Exercise, in a move the commission says underscores its commitment to career progression, institutional continuity and organisational stability.

The decision was reached at the commission’s meeting held on Thursday, February 26, 2026, and was formally disclosed in a statement issued on Tuesday in Abuja by Mrs Victoria Eta-Messi. The large-scale advancement, which cuts across several cadres and grade levels within the commission, represents one of the most significant internal promotion exercises undertaken by the electoral body in recent years.

According to the statement, the promotions span multiple hierarchical tiers within the commission’s structure. A total of 82 Chief Officers on Grade Levels 14–15 were elevated to the rank of Assistant Directors, marking a key step in strengthening middle-to-senior management capacity within the organisation.

Similarly, 91 Assistant Directors on Grade Levels 15–16 were promoted to the rank of Deputy Directors, thereby expanding the pool of senior administrative and operational leadership. At the directorate level, covering Grade Levels 16–17, 45 Deputy Directors were elevated to the rank of Directors, a development that further consolidates the commission’s leadership framework at its highest professional tiers.

The statement emphasised that, “In all, the promotions cut across multiple cadres and were conducted in accordance with established guidelines and extant public service rules.”

Mrs Eta-Messi noted that the comprehensive nature of the exercise reflects the commission’s structured and rules-based approach to human resource management, adding that adherence to public service regulations remained central to the process.

The commission stated that the exercise was not merely an administrative routine but a deliberate effort to reward merit, dedication and years of service within the organisation. By advancing qualified personnel through the ranks, the electoral body said it aims to reinforce morale, incentivise professional excellence and ensure that institutional knowledge is retained within its system.

The commission further linked the promotion exercise to its broader strategic objectives, particularly the need to sustain leadership depth across its structures as preparations continue for forthcoming electoral engagements.

With Nigeria’s electoral calendar requiring sustained planning, coordination and logistical readiness, INEC underscored that strengthening its internal leadership architecture is critical to delivering credible and transparent elections.

The promotions, it said, form part of ongoing efforts to ensure organisational stability and continuity, especially at a time when institutional experience and administrative competence remain vital to the effective discharge of its constitutional mandate.

In concluding the statement, the commission congratulated the newly promoted officers and urged them to justify the confidence reposed in them by demonstrating renewed commitment to their duties. It called on the officers to redouble their dedication to professionalism, integrity and impartial service in the discharge of their responsibilities, reiterating that these values remain foundational to public trust in the electoral system.

The promotion of 2,339 personnel, therefore, not only represents a significant career milestone for the affected staff members but also signals INEC’s broader resolve to strengthen its internal capacity as it prepares for future electoral responsibilities across the federation.
