The current administration of the United States of America under President Donald Trump, has reportedly considered giving out a cash prize worth $5,000 to every Palestine resident who is ready to evacuate the Gaza Strip.
The proposal coined “Gaza Reconstitution, Economic Acceleration and Transformation Trust (GREAT Trust)” has been criticized by many countries and several rights organizations as an utter violation of the rights of Palestinians and a tool devised to obstruct the two-state solution adopted by the United Nations to settle the Israel-Palestine conflicts.
Based on the information gathered by the Washington Post on Sunday, the idea was introduced to pave the way for what US considered as tourism and technology hub: a proposed postwar plan where President Trump’s administration aimed to relocate the entire Gaza population either through “voluntary” relocation to another country or into restricted, secured zones inside the Gaza enclave during reconstruction.
Apart from the cash payment, the report added, the government also intended to provide a year of food and cover subsidies of four years rent to the residents who leave their homes.
The GREAT Trust was alleged to be the creation of the same group of Israel nationals who brought the US and Israeli-backed Gaza Humanitarian Foundation (GHF), and whose food distribution is now generating controversy inside the enclave.
The plan, which was alleged to have contained in a 38-page document, was said to be demanding Palestinians to give up their land in exchange for a digital token and rights to redevelop their property.
The proposed digital token was said to aid the beneficiaries in financing their new life elsewhere or to be eventually be redeemed for an apartment in one of six to eight new “AI-powered, smart cities” to be built in Gaza
Israel-Palestine War That Killed Thousands, Displaced Millions
The Gaza war is an ongoing armed struggle in the Gaza Strip and Israel since October 2023 when Hamas and some other Palestinian militant groups launched an airstrike on Israel. The incident was alleged to have claimed the lives of 1,195 Israelis and foreign nationals, including 815 civilians. 251 people were also taken as hostages in a bid to compel the Israel government to release the Palestine prisoners.
The attacks broke out from the preceding unresolved Israel-Palestinian and Gaza-Israel conflict dating back to the 20th century.
Since 2023, over 63 thousand people in Gaza have lost their lives to Israel offensive operations, with almost half of the victims being children and women, and nothing less than 160 casualties have suffered injuries.
The military struggles have thrown Gaza into a living hell, as an estimated 64,260 individuals have died from traumatic injuries. As of May 2025, a comparable figure for traumatic injury deaths is expected to hit 93,000.
International Law, Trump’s Ambitions For Gaza
Article two (2) of the United Nation Charter, mandates every nation to respect the sovereignty of other countries. The international instrument also prohibits every state from directly or indirectly taking possession of the territory of other nations, and should not impose itself to endanger their territorial integrity and political independence.
Gaza, some parts of Jerusalem, including the occupied West Bank are internationally recognized to be forming part of Palestine as a sovereign country. While most countries all over the world including European countries like Spain and Norway recognized Palestine as sovereign nation, the US and her sister state Israel continue to threaten Palestinians in enjoying their own country despite global interventions.
Several individuals, and UN experts have condemned the new proposed plan, warning that such forced displacement is nothing but a clear violation of international humanitarian law, which may be considered as war crimes.
The US President, Donald Trump, had earlier in February moved to take possession of the over populated areas in the eastern Mediterranean coast. This was done immediately assuming power, as his ambition quickly shifted from ending the war to taking over Gaza.
Despite huge criticisms from world leaders, international institutions such as the United Nations, European Union, African Union, including Arab countries, the new plan explicitly showed that the US President is not ready to back off with his ambition.
